Mr. Franscell is a native of Los Angeles, attended Loyola High School and graduated from Loyola
University in 1955. He received his Juris Doctor degree from the University of California at Los Angeles in 1958. Thereafter, he was employed as a
Deputy City Attorney for the City of Los Angeles and rose to the third highest rank within the Los Angeles City Attorney's Office. He left that office in 1973 as a Principal Assistant City
Attorney in charge of the Liability Section. At that time, the City of Los Angeles was legally uninsured and he and his staff defended all suits against the City.
He thereafter was employed with Dryden, Harrington and Swartz until 1979,when he left to form the firm of Cotkin, Collins & Franscell. He remained there as a founding shareholder until
1992, when he formed Franscell, Strickland, Roberts & Lawrence.
Mr. Franscell is admitted to the State
Bar of California, all of the United States District Courts for the State of California and the United States Supreme Court. He is also a member of the Los Angeles County Bar Association, the
American Bar Association (Member, Insurance, Negligence and Compensation Law Section), California Trial Lawyers Association, American Board of Trial Advocates, Association of Southern California Defense Counsel, Association of Trial Lawyers
of America, National Law Enforcement Center Advisory Board, International Association of Chiefs of Police, California Peace Officers Association, National Advisory Board for Law Enforcement Liability Insurance, National Institute of
Municipal Law Officers, and Section Member of the Tort Liability of Local Governments and Officials.
Mr. Franscell is guest lecturer and
speaker before numerous law enforcement organizations nationwide, including training sessions for Captains, Commanders and Assistant Chiefs of Police, seminar leader in police management and legal problems seminars for the Americans for
Effective Law Enforcement (A.E.L.E.) and California Polytechnic University, Pomona, A.E.L.E. Defense Center Consultant, Instructor at the Police Executive Level for P.O.S.T. and for the Defense Research Institute.
Mr. Franscell is a national lecturer and consultant for the International Association of Chiefs of Police on proactive
civil liability officer‑involved shootings, SWAT, internal affairs, police discipline, and a Member of the Model Policy Committee, International Association of Chiefs of Police. He is also
a legal advisor and consultant for the National Tactical Officers’ Association (SWAT). His customary fields of practice include general insurance defense, public entity defense, police
misconduct liability defense, criminal defense, professional liability defense, administrative law and general civil litigation. He has been an active trial attorney in the federal and state
courts for over 35 years and has earned national reputation as a result of his success in a number of highly publicized cases.
